Quartz is proud to be accredited by the National Committee for Quality Assurance (NCQA), a leading nonprofit organization dedicated to advancing the quality of health care across the United States. NCQA evaluates health plans based on three core factors: clinical quality, patient experience, and operational efficiency. Accreditation is reviewed regularly, ensuring plans maintain high standards and strive for continuous improvement.
Quartz has achieved NCQA accreditation for our Commercial HMO/POS (combined), Medicare (HMO), Medicaid (HMO), and Exchange (HMO) products (by clicking these links you will be leaving the Quartz website). Ratings are updated annually, reflecting our ongoing commitment to excellence.
Key quality measures
- Clinical Quality Monitoring – HEDIS®
The Healthcare Effectiveness Data and Information Set (HEDIS®) is a nationally recognized system with more than 90 measures to evaluate the effectiveness of care provided by health plans. This includes:- Preventive care: Services like cancer screenings and immunizations.
- Chronic condition management: Focused on diabetes, asthma, and high blood pressure.
- Behavioral health services: Addressing depression, substance use, and more.
HEDIS participation allows Quartz to benchmark performance against national standards, ensuring consistent quality and accountability.
- Patient Experience – CAHPS®
The Consumer Assessment of Healthcare Providers and Systems (CAHPS®) survey collects feedback directly from members to assess their experiences with care and health plans. Key areas of focus include:- Communication with providers
- Ease of accessing care
- Overall satisfaction with the health plan
This member-driven feedback guides Quartz in identifying strengths and areas for improvement to enhance the member experience.

Additional quality programs
Medicare Star Rating Program
Quartz Medicare Advantage (HMO) participates in the Medicare Star Rating program, which is a five-star rating system used by the Centers for Medicare & Medicaid Services to rate the quality of Medicare Advantage and Part D prescription drug plans on a scale of 1 to 5 stars. Star Ratings are calculated each year and may change from one year to the next. The program evaluates clinical outcomes, member satisfaction, and plan administration, and helps people with Medicare compare the quality of Medicare health and drug plans being offered. High ratings reflect excellence in preventive care, chronic disease management, and customer service.
Medicaid Pay-for-Performance
Quartz takes part in Medicaid Pay-for-Performance programs, which incentivize health plans to improve specific quality measures such as immunizations, prenatal care, and chronic condition management. These programs aim to improve care for vulnerable populations.
The State of Wisconsin Group Health Insurance Quality Credit Program
The Department of Employee Trust Funds (ETF) evaluates health plans serving State of Wisconsin Group Health Insurance Program participants. It prioritizes metrics like preventive care, chronic disease management, and member satisfaction to ensure accountability and promote continuous quality improvement.
Marketplace Quality Initiatives
Quartz works to ensure high-quality care for members enrolled through the Health Insurance Marketplace (Exchange). Our efforts focus on affordability, access to preventive care, and member engagement to help individuals and families navigate their health journeys.
