The term private health insurance generally means insurance that is not paid for through government programs such as Medicare, Medicaid (called BadgerCare Plus in Wisconsin) or VA Health Coverage, for example.

This means that the insurance you get through your employer as part of a group health plan is private health insurance.

Are private health insurance and individual health insurance the same?

Individual health insurance is one kind of private health insurance. The Affordable Care Act (ACA) directs people who aren’t covered by government insurance to buy health insurance or pay a tax penalty. The ACA provides assistance for people that can’t afford health insurance.


Individual private health insurance plans purchased on the Health Insurance Marketplace and any new plan from Unity meet the requirements of the Affordable Care Act (ACA).  All plans cover the ten types of essential health benefits, except for some plans that do not include pediatric dental care. They also include covered preventive care at no out-of-pocket cost to members. This includes services like vaccines, screenings, and check-ups. You also cannot be turned down for coverage, even if you’ve been turned down for insurance in the past.

It is possible to buy private health insurance that doesn’t meet the requirements of the ACA.  For example, coverage just for vision care or dental care, worker’s compensation, coverage only for a specific disease or condition, or plans that simply offer discounts don’t meet ACA requirements. If you have this kind of coverage, you may still have to pay the fee.
